stage? john gear is in the guest spot today. he chairs the political science department at vanderbilt university. how are you, sir? >> i'm fine. how are you? >> i'm good. i'm a person that believes that campaigns matter, that campaigning and governing are different jobs with different skill sets. can you talk about the impact of how campaigning is like governing and how campaigning is different than governing? >> there's certainly similari similariti similarities. when you're president of the united states, you need to do persuading. there are certain skill sets in common. one of the big differences when you campaign, you can be pretty vague and you can hedge. when you're governing, you have to make choices, and you've got to make decisions that have real policy implications. that's the big difference. >> can you name people who ran bad campaigns and were good presidents, and then people who ran good campaigns. >> i suspect the example of someone running a good campaign but not good as president might be lyndon johnson in '64. he ran a very powerful campaign and won 62%, 63% of the vo

's lead has narrowed heading into tonight's big debate. john harwood is in denver getting ready for the big event. john? >> reporter: melissa, we've got several pieces of encouraging news for mitt romney from not only the wall street poll but swing states poll. you mentioned that mitt romney's closed the deficit among likely voters for obama from five points to three points. and in florida, he's closed from five down to one which is tied given the margin of error in our poll. in virginia, he has closed the gap from five to two. if you look at the state of ohio, a must-win state for mitt romney, mathematically possible for him to get to it without it but his strategists think he needs it. he needs to make progress there. but the fact that some of the national polls are coming back a little bit, some of the swing state polls are tightening, is a bit of an earn couragement for romney that he still has an opportunity for deficit with three or four points to change the dynamic in some way. he's got to hope that obama is not on his best game. you could have a scenario that like what h

that we think that as americans, not as republicans or democrats, that as americans, -- john and i were on appropriations together. why are their partisan issues? job is to get data and call witnesses are dead what you have partisan shaping us. why do you have leaders getting to choose who gets to sit on what committee in exchange for promising to go along with the party lines? why do we allow that to happen? well, the first part is the easy part. you can change the laws about primaries and you can change the laws about redistricting. in order to change the internal workings and the rules of congress, who can be the speaker, who and how a speaker can act. the only way to do it is to do what you are all doing tonight. when you are a congressman or senator or state legislature, show up at a meeting, be there and demand that they change. so many members of congress, the number of members of congress who vote with their party 95% of the time. if you build your party 95% of the time, you're not voting with your brain. you are not voting with your constituents. you are voting with your party.
